- A water testing laboratory was set up at Pune under the Groundwater Survey and Development Agency to check the quality of ground water. The main objective of setting up the laboratory is to examine the quality of ground water and recommend whether it is suitable for drinking, domestic, agriculture and industrial purpose.
- Due to the large increase in the scope of ground water quality determination along with the development of ground water, the laboratory at Pune was decentralized in 1988 and divisional laboratories were established at Pune, Navi Mumbai ( Konkan Bhavan), Nashik, Chhatrapati Sambhajinagar, Amravati, Nagpur. Decentralization reduced time between collection and analysis of water samples and it became easier to obtain water samples as per the objectives from the districts of each division. The main objective of the laboratory is to provide clean and safe drinking water to people in rural areas and to solve the problem of drinking water in villages with water quality issues.
- Ground water quality monitoring program was started from 2001 under hydrology project. A network of monitoring wells was created in this. Three types of observation wells sites have been finalized.

- Total 3,370 Baseline stations sites have been identified for ground water quality monitoring in Maharashtra. 975 of these stations have been designated as Trend Stations and Trend cum Surveillance Stations. Wells, Borewells and piezometers were selected for monitoring. The software WQDES_GW is created.
- Ministry of Environment and Forests, New Delhi to bring uniformity in water quality monitoring system. Notification (Uniform Protocol for Water Quality Monitoring) has been issued in the Gazette on 18/6/2005.
- Analysis of Baseline stations is to be done twice a year (pre-monsoon and post-monsoon) for a total of 20 parameters.
- Analysis of Trend stations is to be done twice a year for total 14 parameters .
- Annual target of analysis of 1200 samples for each laboratory leads to total annual target of 7200 samples for the state.
- Ground water pollution study project was implemented in small catchment areas of Sangli, Jalgaon, Nanded, Buldhana and Nagpur districts of the state. The main objective of the ground water pollution study project is to investigate the quality of water in the small catchment areas of the district and find out the source of pollution.
Preparation of Groundwater Quality Maps under Rajiv Gandhi National Drinking Water Mission (RGNDWM Phase – IV Preparation of Groundwater Quality Layer) – It is being implemented jointly by Groundwater Sureveys and Development Agency and MRSAC for a period of 24 months from October 2011 to October 2013 An average of 30 to 40 water samples per toposheet have been collected and analysis has been completed by Groundwater Survey and Development System. Analysis of a total of 26,404 groundwater samples was completed in pre-monsoon and post-monsoon periods from all districts of the state. Groundwater quality maps are prepared by Maharashtra Remote Sensing Association (MRSAC), Nagpur. It will be used to get information about the quality of ground water in Maharashtra.
- Considering the extent of the affected area and the urgency of quality inspection in the state under the Central Government’s Water Quality Monitoring and Surveillance Program,
100% of public drinking water samples are analyzed from the laboratory under the Ground Water Survey and Development Agency under the Water Supply and Sanitation Department and providing clean drinking water to the people in the rural areas as the main objective, as per the government resolution dated 18th December 2014, the sub-divisional laboratories of the health department of the state were transferred to the Water Supply and Sanitation Department .Its control is being done through the Commissioner, Ground Water Survey and Development Agency. Similarly, according to the government policy, under the Water Quality Monitoring and Surveillance Program, district water quality analysis laboratories have been approved at all district levels in the state along with 138 transferred laboratories and 10 new sub-divisional laboratories have been approved.
At present, a total of 183 laboratories have been approved, out of which 6 are Regional ,28 districts and 144 in sub-divisions, a total of 178 laboratories are functioning. The remaining 1 state and 4 sub-divisional laboratories are in progress. Out of the above laboratories, 6 Divisional and 28 District Water Testing Laboratories (Total 34) have been NABL accredited. Also, 143 sub-divisional laboratories have completed the work of NABL Recognition and they have received NABL Recognition certificate.
To analyse the samples from Private Induvial on Commercial basis According to the government resolution dated 28/3/2018 and dated 12/2/2021, component wise charges were fixed for chemical and biological testing of water by private individuals on commercial basis.
- Maps (Zone Maps) like ISO-TDS, Fluoride Iron, and Nitrate are prepared from water quality information in the state to detect water quality problems. With the help of these maps it was easy for the planners to plan further measures.
- Based on available maps, the above basic information regarding ground water quality is used for making various infrastructure plans in quality affected areas.
